KNOXVILLE, Tenn. – Lucas Ray Hall, 34, of Sevierville, Tennessee, will spend the next three decades behind bars after being sentenced to 360 months in federal prison for the production of child pornography. U.S. District Judge Thomas A. Varlan handed down the sentence on August 27, 2025, in Knoxville. The sentence doesn’t end there; Hall will face 15 years of supervised release and mandatory registration on state sex offender registries upon his release.
Hall pleaded guilty to a single count indictment charging him with violating 18 U.S.C. § 2251(a) and (e) – the federal statute covering the production of child pornography. The case unraveled in February of 2024 when a CyberTip, flagged by the National Center for Missing and Exploited Children (NCMEC), landed on the desks of the Sevier County Sheriff’s Office (SCSO) and the Sevierville Police Department (SPD). The tip contained disturbing images of child pornography and indicated an immediate threat to a child.
Investigators quickly traced the distribution of the images back to Hall’s residence. The victim, sickeningly, was revealed to be a seven-year-old relative of the defendant. Court documents reveal Hall admitted to using his phone to create the exploitative images within his own home. But the depravity didn’t stop there; Hall confessed to actively participating in online chat forums, trading these horrific images for other child pornography – fueling a dark and illegal network.
“This sentence sends a clear message: those who prey on children will be held accountable to the fullest extent of the law,” stated U.S. Attorney Francis M. Hamilton of the Eastern District of Tennessee. The investigation, a collaborative effort between SPD, SCSO, Homeland Security Investigations’ Internet Crimes Against Children Task Force, and the Knoxville Police Department, was spearheaded by SCSO Detective Jerry Vandergriff.
Assistant U.S. Attorney Jennifer Kolman successfully prosecuted the case. This prosecution falls under the umbrella of Project Safe Childhood (PSC), a nationwide initiative launched in 2006 by the Department of Justice aimed at combating the epidemic of child sexual exploitation. PSC brings together federal, state, and local agencies to relentlessly pursue and prosecute those who abuse children, and to rescue the victims. The Grimy Times will continue to follow this case and report on efforts to dismantle these vile networks. For more information on Project Safe Childhood, visit www.justice.gov/psc. The investigation remains open, and authorities urge anyone with information regarding child exploitation to come forward immediately.
