Tami Haug-Davis, Making False Statements, South Dakota 2021

Grimy Times Exclusive: A Sioux Falls woman has admitted to lying about her troubled non-profit organization, the Missouri Valley Crisis Center (MVCC). Tami Haug-Davis, 63, appeared in federal court on May 11, 2021, and pleaded guilty to making a materially false statement to investigators.

Haug-Davis was the director of MVCC, which received millions in state and federal grants from 2016 to 2019. However, the non-profit was found to be mismanaging funds and lacking proper documentation, prompting a review by the South Dakota Department of Public Safety Victim Services Program (DPS). The review led to a Corrective Action Plan, which MVCC failed to fully comply with.

As part of the investigation, Haug-Davis knowingly made false statements about the creation and submission of board meeting minutes and documents. The lies were made to investigators from the Department of Justice – Office of the Inspector General, the Department of Health and Human Services – Office of the Inspector General, and the State of South Dakota’s Division of Criminal Investigation.

The maximum penalties for Haug-Davis could include up to five years in federal custody, a $250,000 fine, three years of supervised release, and a $100 special assessment to the Federal Crime Victims Fund. A presentence investigation has been ordered, and sentencing is set for August 2, 2021.

The investigation into MVCC’s management was sparked by a complaint issued by the State of South Dakota’s Division of Criminal Investigation in March 2019. The Department of Justice – Office of the Inspector General and the Department of Health and Human Services – Office of the Inspector General joined the investigation, which found that Haug-Davis had made false statements about the non-profit’s documentation.

Haug-Davis was released on bond pending sentencing. The case is being prosecuted by Assistant U.S. Attorney Jeremy Jehangiri. The investigation was a joint effort between federal and state agencies, highlighting the importance of transparency and accountability in non-profit organizations.
