Paul Allen, 61, of St. Anthony, Idaho, is staring down federal time after a grand jury in Pocatello indicted him on three counts of unlawful distribution of a controlled substance. The charges, handed down January 24, 2017, stem from three separate incidents in March and April of 2016, where Allen allegedly pushed tramadol — a Schedule IV controlled substance — without legal authority.
According to the indictment, Allen distributed the opioid-like painkiller on or about March 12, 2016, March 19, 2016, and April 2, 2016. Each count carries a maximum penalty of 20 years in federal prison, a $1,000,000 fine, and no less than three years of supervised release. The government is also moving to seize any proceeds tied to the illegal sales.
Tramadol, often prescribed for moderate to severe pain, has increasingly found its way onto the illicit market. Though less potent than opioids like oxycodone, it still carries a high risk of dependence and abuse. Distributing it without a license doesn’t just violate federal law — it feeds into a broader crisis ravaging rural communities across Idaho and beyond.
The investigation that led to Allen’s indictment was a joint effort between the Fremont County Sheriff’s Office and the Drug Enforcement Administration. Authorities have not released details on how the operation was uncovered, but sources indicate surveillance and controlled buys played a key role in building the case.
Allen now faces the full weight of the federal justice system. While the indictment marks a formal charging step, prosecutors have yet to prove their case. Under U.S. law, an indictment is not evidence of guilt. Allen is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
U.S. Attorney Wendy J. Olson, who announced the charges, emphasized the DOJ’s ongoing crackdown on illegal drug distribution in eastern Idaho. “We’re watching,” she said. “Every unauthorized pill pushed on our streets will be traced back to those responsible.” The case continues to unfold in the District of Idaho’s federal court.
