Stephen Dalton Fleming, Jr. Charged with Producing Child Pornography in Pennsylvania

SCRANTON, PA – Stephen Dalton Fleming, Jr., a 49-year-old man from Creve Coeur, Illinois, has been indicted on multiple charges related to child exploitation, including the production of child pornography, online enticement, and the commission of a felony sex offense by an individual required to register as a sex offender.

According to United States Attorney Brian D. Miller, the indictment alleges that between January 1, 2025, and February 12, 2026, in Pike County, Pennsylvania, Fleming enticed at least one child to produce child pornography by engaging in sexually explicit conduct so that those acts could be memorialized and shared online.

At the time Fleming engaged in these acts, he was on lifetime supervision for a prior federal felony offense involving a minor. The case was investigated by the Homeland Security Investigations. Assistant U.S. Attorney Luisa Honora Berti is prosecuting the case.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.

The maximum penalty under federal law for these offenses is life imprisonment, a term of supervised release following imprisonment, and a fine. A sentence following the finding of guilt is imposed by the Judge after consideration of the applicable federal sentencing statutes and the Federal Sentencing Guidelines.

Indictments and Criminal Informations are only allegations. All persons charged are presumed to be innocent unless and until found guilty in court.
