Tampa, Florida – The grimy halls of justice have delivered a resounding verdict: Dr. Kendrick Eugene Duldulao, 45, and Dr. Medardo Queg Santos, 66, both of Tampa, have been found guilty of conspiracy to distribute and dispense controlled substances for no legitimate medical purpose and outside the course of professional practice. Santos was also sentenced on three counts of illegally distributing and dispensing controlled substances.
Both doctors face a maximum penalty of 20 years in federal prison on each count, a stark reminder of the consequences of their actions. Their indictment came on October 3, 2017, setting the stage for what would be a brutal trial.
The evidence against Duldulao and Santos painted a picture of a clinic run amok. They were medical directors at Health and Pain Center from 2011 to 2014 and again from 2014 to 2016. During their reign, they prescribed excessive amounts of opioids, including oxycodone, hydrocodone, hydromorphone, morphine, methadone, and alprazolam. Patients were seen for fleeting moments, given perfunctory exams, and required minimal medical history or documentation for treatment.
According to the evidence, Duldulao and Santos knew full well that patients’ records were often falsified to fill their files. Their clinic operated as a cash-only business, lacking proper medical equipment and staffed with individuals with no medical training. A high-volume patient base was their bread and butter.
This case was investigated by the Drug Enforcement Administration and prosecuted by Assistant United States Attorneys Kaitlin R. O’Donnell and Gregory D. Pizzo. The sentence handed down today is a testament to the commitment of law enforcement to combat the opioid crisis that has plagued our nation.
