Emir Balat and Ibrahim Kayumi allegedly carried out a terrorist attack outside Gracie Mansion in Manhattan on March 7, 2026, targeting multiple innocent victims in the name of ISIS.
According to the indictment, the duo was planning a meticulous attack, armed with explosive devices and bomb-making materials, which were seized from a storage unit.
The NYPD responded quickly, arresting Balat and Kayumi on site, foiling the attack. The FBI’s Joint Terrorism Task Force then uncovered evidence of the alleged planning, including a notebook with detailed attack plans.
U.S. Attorney Jay Clayton vowed to hold the defendants accountable for their alleged conduct, and the FBI Director Kash Patel emphasized the importance of protecting the homeland from terrorism.
