A White Plains man allegedly put his entire neighborhood at risk of devastating harm by manufacturing dozens of suspected explosive devices, storing them in his apartment, and detonating them on residential streets.
According to the FBI, Raymond Elders, a convicted felon, was caught on surveillance video igniting IEDs and tossing them onto a street in March 2026.
Over a period of months, Elders allegedly detonated at least two devices, causing unexplained explosions that his neighbors reported to the police.
The FBI, White Plains Police Department, and Westchester County Bomb Squad worked together to protect the residents of Westchester County.
ELDERS was arrested by the FBI and presented before U.S. Magistrate Judge Judith C. McCarthy in White Plains federal court, where he was detained.
