Clayton Lloyd Iley, a 41-year-old businessman from Stephenville, Texas, pleaded guilty to wire fraud and aggravated identity theft charges on June 17. Iley operated an insurance brokerage business and used at least two entities he controlled to conduct financial transactions, scamming victims with fake loan programs. The scheme, which lasted from January 2020 through May 2026, involved illegally obtaining credit cards and offering fraudulent loan programs to victims.
Iley’s business, Clayton Texas Legacy Insurance Group, LLC, was based in Cross Plains, Texas, and offered various insurance policies to the public. However, behind the scenes, Iley was using his entities, Texas Legacy Holdings and Spartan Global Security, LLC, to commit wire fraud and identity theft.
The FBI and the U.S. Attorney’s Office for the Northern District of Texas investigated the case, which demonstrates the lengths to which criminals will go to defraud members of the community. U.S. Attorney Ryan Raybould stated that his office will not tolerate such crimes and will aggressively pursue those who prey on the innocent.
