Tinesha Joann Burrows, Fentanyl Trafficking, West Virginia 2019

MARTINSBURG, WEST VIRGINIA – Tinesha Joann Burrows, a 36-year-old Martinsburg resident, and Dwayne Paige, a 45-year-old Martinsburg resident, have been indicted for their alleged roles in a large-scale fentanyl, cocaine, and heroin distribution operation in Berkeley County.

According to U.S. Attorney Bill Powell, the investigation led to the seizure of over 400 grams of fentanyl, 500 grams of cocaine, and 28 grams of cocaine base. Paige, who is prohibited from possessing firearms, was also found to be in possession of two .45 caliber handguns and a .40 caliber handgun.

Burrows faces up to life in prison and a fine of up to $10,000,000 for her role in aiding and abetting the distribution of fentanyl. Paige faces up to life in prison and a fine of up to $10,000,000 for his role in aiding and abetting the distribution of fentanyl, as well as up to 20 years in prison and a fine of up to $1,000,000 for each of the distribution counts.

The government is also seeking forfeiture of over $51,000 in U.S. currency, as well as several pieces of jewelry and firearms. Assistant U.S. Attorney Timothy D. Helman is prosecuting the cases on behalf of the government.

The investigation was conducted by the Washington County, Maryland Drug & Violent Crimes Task Force, with support from the Organized Crime Drug Enforcement Task Force (OCDETF) under the Attorney General-led Synthetic Opioid Surge (SOS)/Special Operations Division (SOD) Project Clean Sweep.

U.S. Magistrate Judge Robert W. Trumble presided over the initial appearance of Burrows on Friday. Paige is currently in custody.

The charges are the result of a long-term investigation into the distribution of synthetic opioids in ‘hot spot’ areas previously identified by the Attorney General of the United States. The initiative seeks to reduce the supply of synthetic opioids and identify wholesale distribution networks and sources of supply operating nationally and internationally.
