ALBANY, NEW YORK – The gritty streets of Troy were rocked by a federal charge yesterday as Terence Ratigan, 39, appeared in court for distributing child pornography. This stunning revelation came from United States Attorney Carla B. Freedman and Janeen DiGuiseppi, Special Agent in Charge of the Albany Field Office of the FBI.
The allegations against Ratigan state he distributed explicit material involving minors over the internet. The defendant is presumed innocent until proven guilty, as the charges are merely accusations at this stage.
Ratigan’s offense carries a severe penalty, with a mandatory minimum sentence of 5 years and a maximum of 20 years in prison, not to mention a supervision term ranging from 5 years to life and a potential fine of up to $250,000. His initial appearance before United States Magistrate Judge Daniel J. Stewart saw Ratigan request an adjournment of his detention hearing.
The case is under the watchful eye of the FBI’s Child Exploitation Task Force, which encompasses federal, state, and local law enforcement, including the Rotterdam, Troy, Colonie Police Departments, and the New York State Police. Assistant U.S. Attorney Rachel Williams is prosecuting this harrowing case.
