Bienvenu Saido Binyangi, a 37-year-old citizen of the Democratic Republic of the Congo, pleaded guilty to visa fraud in December 2025 after misusing a B1/B2 visa to reunite with his family in the Northern District of Iowa. Binyangi entered the United States in 2023, but instead of staying temporarily for business or pleasure, he intended to stay with his family. He was sentenced to three years’ probation, 90 days of home confinement, and fined $500.
The case against Binyangi was investigated by multiple agencies, including the Department of State’s Diplomatic Security Service, the United States Postal Inspection Service, and US Immigration and Customs Enforcement. Three other individuals, Joseph Longanga Okoko, Medard Lotahe Elonge, and Joseph Onolenga Okamba, were also charged in the same indictment with conspiracy and have already been sentenced.
Binyangi’s plea agreement revealed that he had provided false information about his marital status and had previously been unsuccessful in entering the diversity visa lottery. He had also hidden his marriage from immigration officials. The sentence was handed down by United States District Court Chief Judge C.J. Williams in Cedar Rapids.
