An Oshkosh man is facing severe penalties after being charged with producing child pornography, a crime that has been on the rise in recent years.

According to officials, Bradley D. Hounsell, 43, allegedly employed a minor under the age of 18 to engage in sexually explicit conduct for the purpose of producing a visual depiction of such conduct, violating Title 18, United States Code, Sections 2251(a), 2251(e), and 2(a).

The indictment, unsealed on April 15, 2025, details a period between November 4, 2023, and November 8, 2023, during which Hounsell is alleged to have used the internet to transport child pornography.

If convicted, Hounsell faces a mandatory minimum sentence of 15 years’ imprisonment and up to 30 years of incarceration, as well as a fine of up to $250,000.

The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse.

Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.

The case was investigated by the Federal Bureau of Investigation with the assistance of the Winnebago County Sheriff’s Office.

It will be prosecuted by Trial Attorney William G. Clayman of the Criminal Division’s Child Exploitation and Obscenity Section and Assistant United States Attorney Daniel R. Humble.

An indictment is only a charge and is not evidence of guilt. The defendant is presumed innocent and is entitled to a fair trial at which the government must prove his guilty beyond a reasonable doubt.
