Oil City Man Sentenced to 16 Years for Receiving and Distributing Child Pornography

In a disturbing case of child exploitation, Brent Lockwood, a 64-year-old resident of Oil City, Pennsylvania, has been sentenced to 200 months in jail for receiving and distributing thousands of computer images and videos depicting minors engaging in sexually explicit conduct.

According to information presented to the court, Lockwood also did not dispute that there was sufficient evidence to convict him of traveling to the Philippines on numerous occasions for the purpose of engaging in sexual activity with minors. The evidence revealed that Lockwood had, in fact, engaged in sexual activity with minors during his numerous trips to the Philippines.

United States Attorney Cindy K. Chung announced the sentence, stating that Lockwood’s actions were a serious violation of federal laws relating to the sexual exploitation of children. Lockwood was also ordered to pay $15,000 in restitution, with $3,000 going to each of five identified victims.

The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. Assistant United States Attorney Christian A. Trabold prosecuted the case on behalf of the government.

United States Attorney Chung commended the Department of Homeland Security Investigations for the investigation leading to the successful prosecution of Lockwood. Judge Stephanie L. Haines imposed the sentence, stating that Lockwood showed no remorse for his conduct and that his sentencing submissions attempted to justify his conduct in a way that was not credible.

Lockwood’s sentence serves as a reminder of the severe consequences of child exploitation. The government will continue to work tirelessly to locate, apprehend, and prosecute individuals who engage in such heinous crimes.
