CHARLESTON, W.Va. – David Anthony Lacy, 52, of Charleston, has been handed a severe penalty for his role in a drug trafficking organization (DTO) operating within West Virginia’s Southern District. Lacy, who was sentenced to three years and 10 months behind bars followed by one year of supervised release, admitted to using a communication facility to facilitate the distribution of methamphetamine, fentanyl, and cocaine base – commonly known as ‘crack’.
The court records revealed that on April 24, 2024, Lacy reached out to Tilford Joe Bradley Jr., asking for 3.5 grams of crack and discussing the possibility of purchasing fentanyl to redistribute. Lacy admitted to receiving and redistributing crack throughout the month of April. His criminal history includes convictions for drug possession, criminal conspiracy, and being a felon in possession of a firearm.
Lacy is one of 12 individuals indicted on charges against the DTO, which operated from June 2023 to May 2024. All defendants pleaded guilty, with Lacy and another defendant accepting separate offenses. Bradley, 47, of Beckley, was sentenced to 12 years and seven months in prison for possession with intent to distribute methamphetamine.
United States Attorney Lisa G. Johnston praised the investigative efforts of the FBI, ATF, and local law enforcement agencies. Chief United States District Judge Frank W. Volk imposed the sentence, while Assistant United States Attorneys Timothy D. Boggess, Brian D. Parsons, and Andrew D. Isabell prosecuted the case.
The investigation is part of the Department of Justice’s Organized Crime Drug Enforcement Task Force (OCDETF), which has been combating major drug trafficking organizations since 1982. The OCDETF program aims to dismantle organizations that pose significant threats to public safety and national security.
