Child Pornography Charges Against Local Man
A 30-year-old man from Troy, Illinois has been charged with distributing and receiving child pornography, United States Attorney Donald S. Boyce announced.
Thomas J. Richter was charged on March 7, 2017 in federal court with two counts of child pornography offenses.
According to the allegations, in October and November 2016, Richter distributed and received numerous images containing child pornography using an internet application.
If convicted, Richter faces a term of imprisonment of not less than five years up to twenty years, a fine up to $250,000, and a term of supervised release of not less than five years up to life on each count.
A detention hearing was held today, after which Richter was released on bond with electronic leg monitoring.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in 2006 to combat the growing epidemic of child sexual exploitation and abuse.
The case was investigated by the Madison County Sheriff’s Department and the Federal Bureau of Investigation’s Metro East Cyber Crimes and Analysis Task Force.
The case is assigned to Assistant United States Attorney Christopher Hoell, who will be prosecuting the case.
Under the law, Richter is presumed to be innocent of the charge until proven guilty beyond a reasonable doubt to the satisfaction of a jury.
