Cleveland Gun Runners Sentenced: Jackson & Plats Face Federal Time
CLEVELAND – Two men are off the streets and facing significant prison time after being convicted of illegally trafficking firearms in the greater Cleveland area. Willie Earl Jackson, 26, of Cleveland, and Shane Plats, 31, of Ashtabula, received their sentences from U.S. District Judge John R. Adams, marking the first convictions under the recently enacted Bipartisan Safer Communities Act in this district.
Jackson, who previously received a warning from the ATF about “straw purchasing” – buying guns for others – received a hefty 84-month prison sentence, followed by 3 years of supervised release, and a $200 special assessment. Plats received 18 months imprisonment, 2 years of supervised release, and a $100 special assessment. The duo’s crimes were part of a larger, three-month initiative by the ATF and the U.S. Attorney’s Office to reduce violent crime in Cleveland, resulting in charges against over 65 individuals.
Court documents reveal a disturbing pattern. Between May and July 2023, Plats, a former corrections officer at the Cuyahoga County Juvenile Court, sold at least seven Palmetto Armory Dagger Compact 9mm pistols to Jackson after legally purchasing them himself. Plats admitted to knowing Jackson intended to resell the firearms for profit, all without holding a federal firearms license. Jackson then took it a step further, peddling over 35 firearms – including semi-automatic rifles and pistols, one with an obliterated serial number – to undercover agents posing as street buyers between June and August 2023. These transactions frequently occurred in parking lots and other public spaces, often directly from Jackson’s vehicle.
The brazenness of Jackson’s operation is particularly troubling. He wasn’t just selling guns; he was offering to modify them for illegal use. According to court records, Jackson offered to install “Glock switches” – machinegun conversion devices – and remove serial numbers, effectively turning legal firearms into untraceable weapons. One rifle he sold was linked by NIBIN data to three separate shootings, highlighting the direct connection between illegal gun trafficking and real-world violence. The ATF had previously warned Jackson in 2022 about the illegality of straw purchasing after tracing firearms he’d bought to subsequent crimes, a warning he blatantly ignored.
“The new Bipartisan Safer Communities Act improves our ability to keep illegal firearms out of our neighborhoods and communities,” stated United States Attorney Rebecca C. Lutzko. “This new tool in our toolkit targets illegal gun sales. It makes crystal clear that anyone who tries to make money by selling firearms or otherwise selling guns regularly must obtain a federal firearms license and run required background checks on those making the purchase. It also will help reduce the temptation for those who may legally purchase firearms to buy and then sell them to just anyone.”
The sentences handed down to Jackson and Plats send a clear message: profiting from the illegal gun trade will not be tolerated. While the Bipartisan Safer Communities Act is still in its early stages, these convictions demonstrate its potential to disrupt the flow of illegal firearms and hold accountable those who put dangerous weapons into the hands of criminals. This case, and the broader initiative it was a part of, underscores the ongoing battle to combat gun violence in Cleveland and beyond. The USAO is hopeful the statute will help curb the cycle of legal firearms being diverted into criminal activity.
