Council Bluffs Man Sentenced to Prison for Crop Insurance Fraud
A shocking case of deceit and greed has come to a head in Council Bluffs, Iowa. Andrew J. Fischer, a 55-year-old local resident, has been sentenced to five months in prison for his role in a brazen crop insurance scam.
According to court documents, Fischer obtained crop insurance for the crop years 2012, 2014, and 2017 through the United States Department of Agriculture Risk Management Agency’s Federal Crop Insurance Program. However, instead of using the insurance to protect his crops, Fischer submitted fraudulent claims, resulting in indemnity payments of approximately $399,725 to which he was not entitled.
Fischer’s scheme was uncovered after a thorough investigation by the United States Department of Agriculture Office of Inspector General and the Risk Management Agency Special Investigations. The evidence revealed a pattern of deceit and manipulation, with Fischer making false statements to secure the insurance payments.
Acting United States Attorney Richard D. Westphal of the Southern District of Iowa announced the sentence, which included five years of supervised release after Fischer’s prison term. The court also ordered Fischer to pay $399,725 in restitution.
Fischer’s guilty plea in May 2021 marked a significant turning point in the case. His sentence serves as a warning to others who would attempt to exploit the system for personal gain.
