It was a tragic day at Rainbow City Park when Joseph Allen Davis, 19, of Sacramento, turned it into a scene of terror. Today, the grim reality of his actions is reflected in a federal indictment charging him with being a felon in possession of a firearm.

The United States Attorney Eric Grant announced that a federal grand jury has returned the single-count charge against Davis. Court documents reveal that the young man was identified as the shooter responsible for injuries to three individuals during the April 12, 2025, incident at the park.

During a subsequent search of his apartment, law enforcement officers recovered a short-barrel AR-15-style pistol, which Davis is prohibited from possessing due to his prior felony gun possession conviction. This case has been a collaborative effort by various federal and local agencies, including the Federal Bureau of Investigation (FBI) and multiple Sacramento-area police departments.

Assistant U.S. Attorney Justin Lee and Special Assistant U.S. Attorney Matthew De Moura are now handling the prosecution of this serious charge. If convicted, Davis could face up to 15 years in prison and a $250,000 fine. The court’s decision will be made based on various factors, including the Federal Sentencing Guidelines.

This case is part of Operation Take Back America and Project Safe Neighborhoods (PSN), both national initiatives aimed at curbing gun violence and protecting communities from violent crime. PSN specifically focuses on reducing violent crime and gun violence through partnerships between law enforcement and local communities.
