Jesse Robert Phillips, Fentanyl Distribution, West Virginia 2024

BECKLEY, W.Va. – Jesse Robert Phillips, 40, a Detroit native, was handed a nine-year and seven-month sentence for his role in a fentanyl distribution ring in West Virginia. The sentence also includes three years of supervised release.

Court documents reveal that on April 30, 2024, local law enforcement responded to a disturbance at a Mount Hope residence where Phillips was living. They found four firearms and 19.896 grams of fentanyl analogue during a search of the scene.

Phillips’ guilty plea admitted his possession and intent to distribute the seized substance. He also confessed to using two other residents, Robert Lee Moran and Kayla Nicole Dent, to peddle fentanyl while he resided in West Virginia.

Moran, 47, of Mount Hope, received nine months in prison for his part in the scheme, while Dent, 34, was sentenced to five years of federal probation. Both have criminal records related to drug charges.

Phillips’ own history is marked by prior convictions for armed robbery and multiple drug offenses. U.S. Attorney Lisa G. Johnston praised the efforts of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and local law enforcement agencies in bringing Phillips to justice.

The sentence was imposed by Chief United States District Judge Frank W. Volk. Assistant United States Attorneys Brian D. Parsons and Alexander A. Redmon prosecuted the case. For more information, visit the U.S. Attorney’s Office website or PACER by searching for Case No. 5:24-cr-142.
