Thomas Jay Downer, Pipe Bomb Manufacturing and Methamphetamine Distribution, Iowa 2020

Charles City, IA – Thomas Jay Downer, 34, has been handed a 14-year federal prison sentence for his role in manufacturing pipe bombs and distributing methamphetamine. The Iowa native pleaded guilty to distributing over 5 grams of pure meth on October 27, 2020, and admitted selling five pipe bombs the following day.

Downer’s arsenal of destructive devices was discovered to be made of plastic plumbing pipes filled with BBs and nails as shrapnel. Following his conviction for one or more felony offenses, he also admitted possessing firearms on November 13, 2020.

The sentencing hearing took place in Cedar Rapids before United States District Court Judge C.J. Williams, who determined Downer to be a career offender based on his extensive criminal history. In addition to the prison term, Downer must serve a five-year supervised release period upon his release from custody.

Project Safe Neighborhoods (PSN) played a significant role in this case, aiming to reduce violent crime and gun violence. The initiative, launched by the Department of Justice on May 26, 2021, focuses on fostering community trust, supporting organizations that prevent violence, setting enforcement priorities, and measuring results.

Assistant United States Attorney Patrick J. Reinert prosecuted the case, with investigations conducted by the Iowa Division of Narcotics Enforcement and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
