San Juan, Puerto Rico – In a chilling revelation, Felix Ebdiel Muñiz-Rivera, 20, from Camuy, PR, has been slapped with a three-count federal indictment for the production and possession of child exploitation material. The grim charges come after authorities uncovered a sinister scheme involving two five-year-old girls.
According to court documents, Muñiz-Rivera’s heinous acts date back to June 2025, where he allegedly coerced the minors into participating in sexually explicit conduct, with the intent of producing visual depictions for distribution. The crime was facilitated using a cellular phone device, which is a tool all too often misused by predators.
The defendant’s initial court appearance was held on August 29, 2025, before U.S. Magistrate Judge Giselle López-Soler. His detention/bail hearing is set for September 4, 2025, at 11:00 AM. If convicted of the charges of sexual exploitation of children, Muñiz-Rivera faces a minimum of 15 years up to 30 years in prison; possession of child exploitation material could mean an additional ten years. All sentences are followed by a term of supervised release that ranges from five years to life.
“We remain committed to identifying and pursuing individuals involved in child exploitation,” stated W. Stephen Muldrow, U.S. Attorney for the District of Puerto Rico. “The U.S. Attorney’s Office will relentlessly work to safeguard those most at risk by vigorously prosecuting anyone who targets our children.”
Rebecca C. González-Ramos, Special Agent in Charge from Homeland Security Investigations (HSI), echoed the sentiments. “The production of Child Pornography is considered a violent crime because of its severity and the impact on the victims,” she said. “HSI has a strong commitment to protect our children but needs community support to fight these crimes.” The public is encouraged to visit Know2Protect.gov for more information and to report suspicious activities by calling 787-729-6969.
Investigation into the case was led by Homeland Security Investigations, while Assistant U.S. Attorney Elba Gorbea from the Child Exploitation and Immigration Unit is prosecuting.
