A 49-year-old Apollo Beach man, Ludwin Borgen, has been found guilty of distributing fentanyl that resulted in the death of a victim in Tampa. The incident occurred on March 29, 2022, when the victim purchased fentanyl from Borgen at a pharmacy and later overdosed, drowning in a bathtub. The investigation revealed that the victim had approximately ten times the therapeutic concentration of fentanyl in her system. Borgen was identified as the seller and arrested after detectives used the victim’s phone to arrange another meeting.
The case was investigated by the Federal Bureau of Investigation, the Hillsborough County Sheriff’s Office, the Hillsborough County Medical Examiner’s Office, and the Florida Department of Law Enforcement. During the investigation, detectives found fentanyl, baggies, syringes, and a scale in Borgen’s vehicle.
Borgen faces a minimum penalty of 20 years, up to life, in federal prison. His sentencing hearing is scheduled for June 16, 2026. The guilty verdict is a result of the tireless efforts of law enforcement agencies to combat the opioid epidemic in the Tampa Bay area.
The opioid crisis continues to claim lives, and this case highlights the importance of holding dealers accountable for their role in these tragedies. As the investigation and prosecution of fentanyl-related crimes continue, law enforcement agencies remain committed to keeping communities safe.
