Aberdeen Doctor’s Tax Scheme Unravels

Heloise Westbrook, a former medical doctor from Aberdeen, South Dakota, has been sentenced for her role in a tax evasion scheme that netted her thousands of dollars in fraudulent refunds.

According to court documents, Westbrook, who operated a medical practice in Aberdeen between 2004 and 2010, claimed business expenses on her corporate tax returns that were actually personal expenses incurred for her wedding celebration.

The Internal Revenue Service (IRS) launched a civil audit, which revealed numerous entries that Westbrook had claimed as business expenses. However, these expenses were not related to her medical practice but rather to her personal life.

Westbrook, a medical doctor, was originally charged with one count of Impeding the Administration of the Internal Revenue Laws. However, she pleaded guilty to three misdemeanor charges of Fraudulent Returns, Statements, or Other Documents on December 2, 2016.

On March 6, 2017, Westbrook was sentenced to five years of probation on each count to run concurrently. She was also ordered to pay restitution to the IRS in the amount of $184,871.21, as well as an $8,800 fine and a $75 special assessment.

In addition to the financial penalties, Westbrook will be required to serve 100 days in the Daviess County Detention Center in Kentucky. She will be required to serve two days and two nights each consecutive weekend for a period of 50 weeks.

The investigation was conducted by the Internal Revenue Service, Criminal Investigations Division, and Assistant U.S. Attorney Kevin Koliner prosecuted the case.
