Heroin Smuggler from NYC Admits to Western PA Trafficking

A resident of New York, NY, has pleaded guilty to a charge of conspiracy to distribute 100 grams or more of heroin in the Western District of Pennsylvania, according to a guilty plea entered yesterday in federal court.

William Rosario, age 25, pleaded guilty to one count before Chief United States District Judge Joy Flowers Conti.

The court was advised that from in and around November 2016 through in and around February 2017, Rosario conspired with his codefendants, David Francis and Jose Ortega, to possess with intent to distribute and distribute 100 grams or more of heroin, which he transported from New York to the Western District of Pennsylvania.

Rosario’s guilty plea comes after an investigation led by the Drug Enforcement Administration, Monroeville Police Department, Stowe Township Police Department, Ingram Borough Police Department, Pennsylvania State Police, and Monaca Police Department.

Assistant United States Attorney Tonya Sulia Goodman is prosecuting this case on behalf of the government.

Rosario is scheduled to be sentenced on February 5, 2019, at 2:30 p.m. The law provides for a total sentence of not less than five and up to 40 years in prison, a fine of $5,000,000, or both.

Pending sentencing, the court continued the defendant’s bond.

The investigation and prosecution of Rosario are part of an ongoing effort to disrupt and dismantle heroin trafficking networks in Western Pennsylvania.
