Two brothers, Julio Cesar Garcia and Juan Carlos Garcia, were convicted of running a massive methamphetamine ring in West Tennessee. The Mexican nationals, already serving time, used prison contraband phones to deal kilogram amounts of meth from behind bars.
According to investigators, Julio Cesar was serving a 120-month sentence at the Great Plains Correctional Institution in Oklahoma for a separate narcotics trafficking offense. His scheduled release date was July 9, 2026. But instead of serving his time, he continued to orchestrate methamphetamine deliveries to the Western District of Tennessee.
The parcels, containing up to 1.5 kilograms of meth, originated from California and were seized by Homeland Security Investigations and the United States Postal Inspection Service. Julio Cesar provided the tracking numbers to his brother Juan Carlos, who accepted payment.
On February 24, 2023, a federal grand jury convicted both brothers of conspiracy to possess with intent to distribute methamphetamine. Juan Carlos Garcia was sentenced to 18 years and 8 months in prison on December 18, 2023.
Julio Cesar Garcia’s sentence is pending, but his conviction is a significant blow to the West Tennessee methamphetamine trade.
