GRAFTON, OKLAHOMA — Justin Wayne Riggs, a 26-year-old resident of Muskogee, has admitted to failing to register as a sex offender, according to the United States Attorney’s Office for the Eastern District of Oklahoma. The charges stem from Riggs’ alleged non-compliance with the Sex Offender Registration and Notification Act.
Riggs was indicted in March 2014 for knowing possession and distribution of child pornography, which he had been convicted of by the U.S. Army on May 6, 2011. Between April 2013 and October 16, 2013, he is accused of willfully ignoring his legal obligation to update his registration.
Judge Kimberly E. West has accepted Riggs’ guilty plea and ordered a presentence report. Sentencing could see Riggs facing up to ten years in prison and a fine of $250,000.
The U.S. Marshal Service conducted the investigation that led to Riggs’ arraignment. Assistant United States Attorney Edward Snow represented the government during these proceedings.
At present, Riggs remains in federal custody, awaiting sentencing. The community’s response to this conviction has been swift and decisive, with many calling for strict adherence to sex offender laws as a safeguard against repeat offenses.
