A 38-year-old Muskogee resident, Steven Ray Quigley, also known as Steven Woods, has pleaded guilty to failing to register as a sex offender. Quigley was convicted in 2012 of lewd or indecent acts to a child under 16 in Mayes County, Oklahoma, and was required to register as a sex offender. From May 2022 to May 22, 2026, Quigley failed to register and update his registration, sparking an investigation by the US Marshals Service Violent Crimes Fugitive Task Force.
The US Attorney’s Office for the Eastern District of Oklahoma announced the guilty plea, which carries a maximum sentence of 10 years in prison. Quigley will remain in custody pending sentencing, which will be determined by a US District Court Judge after considering the US Sentencing Guidelines and other factors.
The case was investigated by the US Marshals Service Violent Crimes Fugitive Task Force, with Assistant US Attorneys Morgan Muzljakovich and Sarah McAmis representing the United States. The plea was accepted by Magistrate Judge Gerald L. Jackson, who ordered a presentence investigation report to be completed.
