Shawn Bashir, Healthcare Fraud, Illinois 2024

CHICAGO — Shawn Bashir, a suburban Chicago thug, is facing federal charges for an alleged $17.3 million healthcare fraud scheme that bilked a private insurer out of millions.

Bashir, 39, from Grayslake, Ill., stands accused of creating fictitious entities named Success for Kids and Growing Kids Therapy. He claimed these entities provided early intervention services to children, but it was all a con, according to an indictment unsealed Friday in U.S. District Court in Chicago.

From 2019 to 2025, Bashir submitted false claims totaling $17.3 million for therapy services that were never actually rendered. As a result, the private insurer coughed up at least $1.4 million for phantom services, the indictment says.

The indictment against Bashir includes eight counts of healthcare fraud and two counts of aggravated identity theft. During his arraignment on Friday in federal court in Chicago, Bashir pleaded not guilty to all charges. A status hearing is set for Nov. 12, 2025, before U.S. District Judge Sara L. Ellis.

This case marks the first indictment by the newly formed Healthcare Fraud Section of the U.S. Attorney’s Office in Chicago. U.S. Attorney Andrew S. Boutros created this division last month to intensify efforts against healthcare fraud, one of the DOJ’s top enforcement priorities. Since Boutros took office in April 2025, the Chicago U.S. Attorney’s Office has charged nearly $2 billion in alleged healthcare fraud schemes.

The charges against Bashir were announced by U.S. Attorney Boutros, FBI Special Agent-in-Charge Douglas S. DePodesta, U.S. Department of Labor Inspector General Megan Howell, and U.S. Department of Labor Employee Benefits Security Administration Acting Regional Director Kelli Hammerl. Assistant U.S. Attorney Irene Hickey Sullivan is representing the government.

The public is reminded that an indictment is not evidence of guilt. Bashir is presumed innocent until proven guilty in a court of law.
