A Lewisville, Texas man and a Grand Rapids, Michigan woman have been indicted for their roles in a synthetic drug trafficking scheme that targeted correctional institutions across the US. Adell Willis, 43, and Judy Ly, 30, allegedly conspired to possess and distribute synthetic opioids, cannabinoids, and stimulants, beginning in March 2023. The scheme involved purchasing synthetic drugs from China, converting them to a liquid, and soaking sheets of paper in the mixture before delivering them to inmates.
The indictment alleges that Willis and Ly had the synthetic drugs shipped to their residences in Texas and Michigan, where they would then prepare the drug-laced paper for distribution. The pair allegedly delivered the tainted paper to various federal and state correctional institutions nationwide.
The investigation was conducted by the FBI and the US Drug Enforcement Administration, with prosecution handled by Assistant US Attorney Jim Noble. If convicted, Willis and Ly could face up to 20 years in federal prison.
This case is part of Operation Take Back America, a nationwide initiative aimed at combating transnational crime and protecting communities from violent crime. The operation involves the full resources of the Department of Justice and seeks to eliminate cartels and other criminal organizations.
