According to the complaint, James Culver, 44, and Lasierra Chesher, 39, drove to the site, broke in, and made off with the explosives, which were later stored at another person’s residence and returned home.
When law enforcement approached, Culver fled, but both were eventually apprehended. Chesher later admitted to his involvement in the theft.
