Three Rutland residences on Park Avenue have been stripped from criminal hands and forfeited to the federal government after investigators tied them to sustained narcotics distribution operations. The U.S. Attorney’s Office confirmed the properties served as operational hubs for drug activity, enabling a steady flow of illicit substances through the city’s struggling neighborhoods.
On Monday, October 31, 2016, at 11:00 a.m., federal prosecutors, law enforcement leaders, and community officials will hold a press conference in Rutland to announce the completion of a forfeiture agreement that permanently removes these properties from criminal use. The move marks a rare victory in the uphill battle against entrenched drug networks in small-town America.
Under the terms of the agreement, the properties have been officially transferred to NeighborWorks of Western Vermont, a nonprofit focused on community revitalization. The organization will renovate the homes and sell them under strict conditions: buyers must maintain the units as owner-occupied single-family homes, duplexes, or condominiums—blocking future speculative or absentee ownership that could enable criminal reuse.
Representatives from the U.S. Attorney’s Office, U.S. Marshals Service, Vermont State Police Narcotics Investigation Unit, Rutland City Police Department, the City of Rutland, NeighborWorks of Western Vermont, and Project Vision will all attend the press event. Scheduled speakers include U.S. Attorney Eric Miller, Mayor Christopher Louras, U.S. Marshal David Demag, Rutland City Police Chief Brian Kilcullen, Lieutenant Paul Favreau, NeighborWorks Executive Director Ludy Biddle, and Project Vision Chairman Joe Kraus.
The forfeiture reflects a coordinated effort between federal, state, and local agencies to dismantle drug infrastructure and reclaim blighted properties as community assets. By converting these once-toxic addresses into stable housing, officials aim to disrupt the cycle of addiction and crime that has plagued Rutland for years.
Additional details about the investigation and the legal framework behind the forfeiture will be released during the press conference. For media inquiries, contact Laura Harvey at the United States Attorney’s Office at 802-951-6725.
