Inmate Douglas Vines Caught Trying to Smuggle Suboxone

Douglas Vines, a 45-year-old federal inmate, admitted in court to trying to smuggle suboxone into the Federal Correctional Institution in Loretto, Pennsylvania. Vines pleaded guilty before United States District Judge Kim R. Gibson in Johnstown, Pennsylvania. The case was announced by Acting United States Attorney Soo C. Song, who confirmed the charges stem from events on July 20, 2015, when Vines attempted to acquire a quantity of suboxone—a powerful opioid medication used to treat addiction.

Federal prosecutors are pushing for maximum accountability. The law allows for a sentence of up to 20 years in prison and a fine of $250,000, or both. While the statutory maximum is severe, the actual sentence will be determined under the Federal Sentencing Guidelines, weighing the offense’s severity and Vines’ prior criminal history.

Sentencing is scheduled for April 18, 2017, at 10 a.m. before Judge Gibson. The delay between the crime and sentencing highlights the slow grind of the federal justice system, even in cases involving clear-cut violations of prison rules and federal law.

Assistant United States Attorney Stephanie L. Haines is leading the prosecution, representing the government in a case built through cooperation between the Laurel Highlands Resident Agency of the Federal Bureau of Investigation and the Federal Correctional Institution’s Special Investigative Staff.
