BALTIMORE, MD – Delantae Phillips, 37, of Baltimore, is facing federal charges after being indicted by a grand jury for illegally possessing a firearm while subject to a domestic violence restraining order. The case underscores a growing federal and local push to disarm abusers and stem the tide of intimate partner violence.
According to the indictment, on May 24, 2025, Phillips knowingly possessed a Glock model 21 semi-automatic handgun loaded with 12 rounds of ammunition. Crucially, a Final Protective Order issued by the District Court of Baltimore County explicitly prohibited him from possessing any firearms at the time. U.S. Attorney Kelly O. Hayes, ATF Special Agent in Charge Charles Doerrer, and Baltimore Police Commissioner Richard Worley jointly announced the indictment, signaling a unified front against gun violence.
“The U.S. Attorney’s Office — in partnership with our federal, local, and state partners — works hard to keep firearms out of the hands of those who are not authorized to carry them. This helps prevent violence and save lives,” Hayes stated. The prosecution will likely emphasize the direct link between domestic abuse and firearm violence, a connection increasingly recognized by law enforcement and legal experts.
This indictment arrives as Baltimore City is designated under Section 1103 of the Violence Against Women Act Reauthorization Act of 2022 (VAWA), joining 77 other communities nationwide focused on reducing intimate partner firearm violence. The U.S. Attorney’s Office for the District of Maryland is coordinating with a network of agencies and community organizations to tackle this issue head-on, leveraging federal resources to address the root causes of violence.
ATF’s Doerrer emphasized the collaborative nature of the investigation. “We are committed to working with our state and local partners to keep guns out of the hands of domestic abusers,” he said. “Cases like these highlight the excellent work of our local police, local prosecutors, federal agents, and federal prosecutors.” The investigation demonstrates a commitment to prioritizing residents’ safety and well-being through community trust, strategic enforcement, and violence prevention.
Phillips is presumed innocent until proven guilty beyond a reasonable doubt. The case is being prosecuted by Special Assistant U.S. Attorney Kathleen Godwin and Assistant U.S. Attorney LaRai Everett. This matter is part of Project Safe Neighborhoods (PSN), a comprehensive program aimed at reducing violent crime and gun violence.
