Jamar Rashard Whitaker, 42, of Waldorf, and Pedro Antonio Guardado Rivera, 33, an illegal alien from El Salvador, have been indicted for their role in a cocaine trafficking ring in Southern Maryland. Between July and October 2025, the duo conspired to distribute over 500 grams of cocaine, with one sale to an undercover officer totaling 594 grams. The investigation was led by the U.S. Attorney’s Office, in conjunction with the DEA, HSI, Maryland State Police, and local sheriff’s departments.
The indictment, announced by U.S. Attorney Kelly O. Hayes, charges Whitaker and Guardado Rivera with conspiracy to distribute and possess with intent to distribute a controlled substance, as well as distribution and possession with intent to distribute a controlled substance. If convicted, they face a minimum of five years and up to life in prison.
The investigation is part of the HSTF initiative, aimed at protecting Americans from transnational crime. The case highlights the ongoing efforts of law enforcement to combat drug trafficking in the region.
Whitaker and Guardado Rivera made their initial appearances to face the charges, with their guilt or innocence to be determined at a later criminal proceeding. Actual sentences for federal crimes are typically less than the maximum penalties, with a federal district court judge determining sentencing after considering the U.S. Sentencing Guidelines and other statutory factors.
