Joseph Primus Gainer, a 44-year-old felon from Panama City Beach, Florida, has been indicted for possession with intent to distribute fentanyl and marijuana, as well as possession of a firearm. The charges come after a joint investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Bay County Sheriff’s Office, the Panama City Beach Police Department, and the Panama City Police Department. Gainer’s arraignment was held in federal court in Tallahassee, Florida, with a jury trial scheduled for August 24, 2026.
If convicted, Gainer faces up to 30 years in prison for the drug count, due to a prior drug trafficking conviction, and up to 15 years for the firearm count.
