A massive drug trafficking organization operating out of Milwaukee, Wisconsin, has been busted by a Homeland Security task force. Samuel P. Stair, the owner of S2 Real Estate, and 17 other defendants were charged with offenses related to drug trafficking and money laundering on May 5, 2026. The indictment alleges that Stair rented properties to drug traffickers, who used them to store and distribute controlled substances, including cocaine and fentanyl. The organization’s activities were concealed by Stair’s legitimate business, which created an air of legitimacy to facilitate the criminal conduct.
The indictment charges Stair with six counts, including maintaining a drug house, conspiracy to maintain a drug house, and conspiracy to distribute controlled substances. Stair and his co-conspirators are also charged with a money laundering conspiracy, which involved using business accounts to conceal drug proceeds. The indictment seeks forfeiture of Stair’s ownership interest in 43 property-holding LLCs, six specific real properties, and over $700,000 seized from Stair’s home and bank accounts.
The defendants, all from Milwaukee, are alleged to have participated in drug trafficking conspiracies involving the distribution of cocaine and fentanyl. Several defendants are also charged with possession of firearms in furtherance of drug trafficking. The task force’s investigation and indictment are a significant blow to the drug trafficking organization, which had been operating in the area for an unknown amount of time.
