Kansas City Man Sentenced for Child Pornography
A Kansas City man was sentenced to six years and six months in federal prison without parole for receiving and creating child pornography, according to U.S. Attorney Tammy Dickinson.
Patrick O. Chapin, 68, pleaded guilty to receiving child pornography over the Internet in federal court. The FBI and Kansas City Police Department investigated the case, which was brought as part of Project Safe Childhood.
Chapin was caught in 2014 when a computer repair shop technician discovered child pornography on an external hard drive that Chapin had brought in for repairs. The technician turned the device over to police, who found 2,131 photos and 101 videos of child pornography on Chapin’s devices.
Further investigation revealed that Chapin had used Photoshop Deluxe to create images of himself engaged in illegal sexual activity with 13-to-14-year-old children. Chapin admitted to downloading child pornography for the past 14 years and possessing images of bondage and bestiality.
The case was prosecuted by Assistant U.S. Attorney David Luna, who said that Chapin’s actions were a serious threat to the safety and well-being of children. Chapin’s sentence is a reminder that the production, distribution, and possession of child pornography is a federal crime with severe consequences.
Project Safe Childhood is a nationwide initiative aimed at combating the growing epidemic of child sexual exploitation and abuse. The program marshals federal, state, and local resources to locate and prosecute individuals who sexually exploit children, and to identify and rescue victims.
