A 250-gram methamphetamine haul found in a Boone County house was just the tip of the iceberg for Randall Kipling, a 63-year-old Crittenden man. Law enforcement responded to an overdose at Kipling’s residence on February 23, 2023, and what they found was a stash of over 250 grams of methamphetamine, along with other controlled substances and drug paraphernalia.
Kipling’s role in the operation was to provide a vehicle and money to his co-defendant, Mark Ball, who would use it to distribute the methamphetamine. According to Kipling’s plea agreement, he knowingly aided and abetted the possession with intent to distribute 50 grams or more of methamphetamine.
Kipling’s co-defendant, Mark Ball, previously pleaded guilty to his role in the methamphetamine distribution and was sentenced to 126 months in March 2026. The investigation was conducted by the DEA and the Boone County Sheriff’s Department, with Assistant U.S. Attorney Tony Bracke prosecuting the case on behalf of the United States.
Under federal law, Kipling must serve 85 percent of his prison sentence, meaning he’ll be behind bars for at least 102.55 months. Upon his release, he’ll be under the supervision of the U.S. Probation Office for 5 years.
