David R. Sharrock, Mortgage Fraud, Ohio 2007

David R. Sharrock, a 71-year-old Mansfield man, was handed down a 135-month prison sentence by U.S. District Judge Donald Nugent for his pivotal role in a mortgage fraud scheme that siphoned $1.3 million from five lending institutions.

Sharrock’s criminal activities were so brazen that they led to over $767,000 in restitution orders, with charges including conspiracy, bank fraud, wire fraud, bankruptcy fraud, and making false statements. His daughter, Rhonda J. McElroy, 51, of Bellville, Ohio, was also penalized, receiving six months of home confinement following her six-month prison term, along with a $65,415 restitution order.

Sharrock’s co-conspirators, Ronald L Kightlinger, 51, and Richard W. Balliett, 45, were previously sentenced for their roles in the conspiracy. Kightlinger received two years and one month in prison and was ordered to pay $169,627 in restitution, while Balliett faced a sentence of six months confinement and $278,000 in restitution.

Together with Rhonda McElroy and Richard Balliett, Sharrock engaged in fraudulent home sales across various Ohio cities. They deceitfully provided buyers with undeclared down payment assistance and fictitious purchase agreements, leading to sellers signing false settlement statements at closing. Court documents also reveal Kightlinger’s role as a straw buyer in purchasing a commercial building from Sharrock.

This high-stakes fraud case was meticulously prosecuted by Assistant United States Attorneys Vasile C. Katsaros and M. Kendra Klump, with the investigation conducted by the Federal Bureau of Investigation (FBI).}
