Russell D. Kircher, 41, of Cleveland, Missouri, has been charged with possessing a massive stash of methamphetamine after investigators seized 84 pounds of the illicit substance. The bust went down on May 4 and 5, 2026, when investigators from the Missouri Western Interdiction and Narcotics Task Force (MOWIN) and the DEA Kansas City Interdiction Task Force (KCITF) were working at a UPS center. They identified a suspicious parcel being shipped from Los Angeles to Cleveland, which led to the discovery of 22 pounds of meth in an orange-colored bucket.

Undercover investigators delivered the parcel to Kircher’s address, where they arrested him and found an additional 2.24 grams of meth and a glass pipe on his person. A subsequent search of his property turned up a large plastic tote buried in the ground, containing 27 sealed packages of meth weighing approximately 62.88 pounds.

The total haul of 84 pounds of methamphetamine is a significant seizure in the fight against drug trafficking in Missouri. Kircher has been charged with possession with intent to distribute methamphetamine, and his case will be prosecuted by Assistant U.S. Attorney Jessica Jennings.

The investigation was a collaborative effort between the Cass County Sheriff’s Office, Cass County Prosecuting Attorney’s Office, and the DEA Kansas City Interdi. The case highlights the ongoing efforts of law enforcement to disrupt and dismantle drug trafficking operations in the region.
