Two notorious methamphetamine peddlers were brought down in Portland’s affordable housing scene, leaving a trail of destruction and desperation in their wake. William Andrew Fleming-Davis, 39, and Edward Mortenson, 55, were charged with trafficking narcotics at or near Musolf Manor and another complex in Southeast Portland.

It all started on April 25, 2026, when a tip from a community member led Portland Police Bureau East Precinct Officers to Fleming-Davis, who was caught with nearly $600, multiple knives, brass knuckles, a firearm, and methamphetamine. But that was just the beginning.

On April 29, 2026, officers with the Central Precinct Neighborhood Response Team/Bike Squad caught Mortenson red-handed trafficking narcotics at Musolf Manor. A search of his apartment turned up over 370 grams of methamphetamine, bulk cash, and more.

Fleming-Davis is currently being held on prior state charges, while Mortenson made his first appearance in federal court, where he was ordered detained pending further proceedings. The FBI and Portland Police Bureau are investigating the case, with Assistant U.S. Attorney Scott Kerin leading the charge.
