WILKES-BARRE – A ruthless cocaine kingpin from Henryville, PA, Steven Silva-Lugo, 32, has been handed a harsh sentence for his involvement in a grim drug trafficking conspiracy. On April 26, 2019, Senior U.S. District Court Judge A. Richard Caputo sentenced Silva-Lugo to forty-five months’ imprisonment and three years of supervised release.
The United States Attorney’s Office for the Middle District of Pennsylvania revealed that Silva-Lugo admitted his guilt on conspiring with others to distribute a mind-numbing 280 grams to 840 grams of crack cocaine, along with 3.5 kilograms to 5 kilograms of powder cocaine, within Monroe County’s shadowy streets between May and July 2015.
Indicted alongside ten other individuals in July 2015, Silva-Lugo was charged with conspiring to distribute powdered cocaine, crack cocaine, and/or heroin in the Monroe County area. His sentencing marks a significant victory for law enforcement agencies that have tirelessly worked to dismantle drug trafficking operations across the region.
The DEA and the Pocono Mountain Regional Police Department led the investigation into Silva-Lugo’s criminal activities. Assistant United States Attorney Robert J. O’Hara prosecuted the case with unwavering determination.
This case is part of Project Safe Neighborhoods (PSN), a program that has historically united all levels of law enforcement to combat violent crime and secure safer neighborhoods. Reinvigorated by the Department of Justice in 2017, PSN aims to target violent criminals and promote effective strategies for crime reduction.
In addition to PSN, this prosecution is part of a broader district-wide initiative targeting the nation’s heroin epidemic. The United States Attorney’s Office has spearheaded the Heroin Initiative, focusing on apprehending and prosecuting individuals involved in heroin-related offenses within the Middle District of Pennsylvania. This coordinated effort among federal, state, and local law enforcement agencies underscores the commitment to eradicating drug abuse and its devastating consequences.
