‘Chilango’ Rosas-Vargas & 28 Others Indicted in St. Louis Drug Sweep

ST. LOUIS – Federal authorities have cracked down on a major drug trafficking operation with ties to Mexican cartels, indicting 29 individuals, including alleged cartel broker Genaro Rosas-Vargas, 39, also known as “Chilango.” The defendants face charges of conspiracy to distribute and possess with intent to distribute massive quantities of fentanyl, cocaine, and methamphetamine, along with money laundering and firearm offenses.

A grand jury in U.S. District Court in St. Louis handed down the indictment on May 24th, alleging a conspiracy that dates back to at least 2017. The indictment details how Rosas-Vargas, operating from Mexico, allegedly sourced 400 grams or more of fentanyl, five kilograms or more of cocaine, and 500 grams or more of methamphetamine for distribution in the St. Louis area and beyond. Nine others – including Javier Ramos-Garcia, 50, Jose Coronel-Coss, 28, and Theodore Sigite, 47 – are also charged with money laundering conspiracy.

Twenty-eight of the defendants were apprehended in St. Louis, Illinois, and other states, while Rosas-Vargas was taken into custody as he attempted to cross the U.S. border. Law enforcement seized a staggering haul during the investigation: six kilograms of fentanyl, 44 kilograms of cocaine, 75 kilograms of methamphetamine, and $250,000 in drug proceeds. Authorities are also seeking forfeiture of a 2017 Jaguar F-Pace, a 2017 Chevrolet Silverado, a 2003 Suzuki GSX motorcycle, and over $131,000 in cash.

“This long-term investigation represents a significant blow to the drug trafficking cartels trying to profit by poisoning the St. Louis community,” stated U.S. Attorney Sayler A. Fleming. “It also resulted in the interception of large quantities of fentanyl, cocaine and meth and the coordinated, masterful arrest of a large number of defendants in multiple states in just a few hours.” Assistant Special Agent in Charge Colin Dickey of the DEA added, “The lethality of the illegal drugs these traffickers ship into St. Louis communities demonstrates that their greed trumps any concern for the health and safety of our citizens.”

Court documents reveal a disturbing undercurrent to the operation. A motion to detain Rosas-Vargas alleges he organized the transport of undocumented immigrants from Mexico, demanding payment of $5,000 to $11,000, which was then “worked off” through participation in drug trafficking. The motion also claims Rosas-Vargas discussed facilitating the shipment of firearms from the U.S. to Mexico for use by the cartels. The DEA and U.S. Marshals Service led the multi-state arrest operation this week.

Charges in the indictment are accusations only, and all defendants are presumed innocent until proven guilty. The investigation was a collaborative effort by the St. Louis Gateway Strike Force – a part of the Organized Crime Drug Enforcement Task Force – involving the Drug Enforcement Administration, Internal Revenue Service – Criminal Investigations, U.S. Marshals Service, U.S. Secret Service, FBI, and multiple local police departments including St. Charles County, St. Louis County, St. Louis Metropolitan, Bridgeton, and Marion, Illinois. Assistant U.S. Attorneys Dane Rennier and James Delworth are prosecuting the case.
