Kai James, Drug Trafficking Conspiracy, U.S. Virgin Islands 2025

St. Thomas, VI – The grim reaper of the drug trade in the Virgin Islands met its match as Kai James, a 37-year-old St. Croix native, was sentenced to 120 months’ imprisonment for leading a ruthless drug trafficking conspiracy. United States Attorney Adam F. Sleeper announced the sentencing on July 22, 2025.

Judge Mark A. Kearney handed down the sentence after Kai James pleaded guilty to conspiracy to possess with intent to distribute cocaine and marijuana on January 23, 2025. His brother, Ivan James, also a gang member, had previously been sentenced for his role in the same operation.

The investigation began in January 2013 when Bureau of Corrections officers at Golden Grove Correctional Facility found incriminating text messages on Joh Williams’ iPhone. This led to a wider net that caught Vivian Ford, a former corrections officer, who was smuggling drugs into the prison. Ivan James and Williams were key figures in the organization.

The gang’s operations extended beyond the prison walls, with members at the Henry Rohlsen Airport facilitating the transport of cocaine to the continental U.S. Kai James, as a manager/supervisor, personally oversaw couriers carrying bricks of cocaine across state lines. A raid on the James family home yielded drugs and marijuana cultivation equipment.

Ivan James was hit with a 420-month sentence, Joh Williams got 90 months, while Ariel Petersen and Jahkiebo Joseph were sentenced to 93 and 68 months respectively. Malachi Benjamin, Tillisa Ceaser, and Luis Ortiz Jr. received sentences of 72, 62, and 60 months for their involvement.

The justice system has spoken, but the war against drug trafficking continues as law enforcement agencies from various levels collaborate to dismantle these criminal enterprises.
