Larry Welch, Illegal Firearm Possession, Oklahoma 2025

OKLAHOMA CITY – A chilling incident at an apartment complex has led to a guilty plea from Larry Welch, 29, and Jacob Madison, 24, both of Oklahoma City. The duo faced federal charges for illegal possession of a firearm following the shooting on April 7, 2025. According to U.S. Attorney Robert J. Troester, neither Welch nor Madison escaped justice this time around.

The shooting took place amidst a dispute at the complex. Witnesses reported that Welch and Madison opened fire on unarmed individuals before fleeing. Surveillance video confirmed their actions, leading to their eventual capture in a nearby backyard shed. The law enforcement recovered two firearms used in the incident.

Welch’s criminal history is lengthy, with previous felony convictions including possession of a firearm after felony conviction, injuring or burning a public building, and feloniously pointing a firearm. Madison’s record includes second-degree burglary, receiving stolen property, and multiple firearm-related offenses.

The pair each pleaded guilty on July 16, 2025, admitting to possessing firearms despite their prior felony convictions. They now face up to 15 years in federal prison and fines of up to $250,000 per defendant.

This investigation was a collaborative effort by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Oklahoma City Police Department. Special Assistant U.S. Attorney Laney Ellis is prosecuting the case, which is part of the City of Oklahoma City’s efforts under Project Safe Neighborhoods to combat violent crime.
