DC Predator Hilton Gets 25 Years for Child Abuse

WASHINGTON – Charles Hilton, 40, of the District of Columbia, will spend the next 25 years of his life behind bars after being sentenced in U.S. District Court for producing sickening child pornography and brutally sexually abusing a young girl. The sentence, handed down October 7, 2025, by Judge Ana C. Reyes, sends a message, however late, that such predators will face justice.

Hilton pleaded guilty March 27, 2025, to a criminal Information charging him with one count of coercion and enticement of a child and one count of first degree sexual abuse of a child with aggravating circumstances. The case unraveled after the National Center for Missing and Exploited Children (NCMEC) received three separate tips on November 21, 2024, detailing a massive trove of child sex abuse material (CSAM) linked to Hilton. Investigators discovered over 1,000 files of child pornography stored on a server connected to his accounts, with approximately 20 appearing to be homemade – evidence of Hilton’s direct involvement in the abuse.

Law enforcement swiftly obtained and executed a search warrant at Hilton’s Northeast DC residence on November 26, 2024, recovering a multitude of digital devices. Initially, Hilton attempted to deflect blame, claiming his accounts had been hacked. But investigators weren’t buying it. They confronted him with a specific video depicting the sexual abuse of the minor victim, and Hilton crumbled, admitting to creating the depraved content. The evidence didn’t stop there.

A deeper dive into Hilton’s devices revealed chilling text messages proving he didn’t just create the abuse material, he actively *orchestrated* it. Hilton blackmailed the young victim, coercing her into sexual activity by threatening to expose embarrassing personal information. These messages paint a horrifying picture of manipulation and control, culminating in the production of photos and videos documenting the abuse. This wasn’t a crime of opportunity; it was a calculated and sustained campaign of exploitation.

In addition to the 25-year prison sentence, Judge Reyes ordered Hilton to serve 15 years of supervised release upon his eventual release and mandated his registration as a sex offender. The investigation was led by the FBI’s Child Exploitation and Human Trafficking Task Force, with Assistant U.S. Attorneys Richard S. Kelley and Jocelyn Bond handling the prosecution. FBI Assistant Director in Charge Darren B. Cox and Metropolitan Police Department Chief Pamela A. Smith also joined in the announcement.

This case was brought as part of the Department of Justice’s Project Safe Childhood initiative, a nationwide effort launched in 2006 to combat online child exploitation. The delayed release of this information – it occurred on dates indicated but wasn’t published immediately due to a government shutdown – underscores the bureaucratic hurdles that can slow the pursuit of justice, even in the most heinous of cases.
