MINERSVILLE, PA – Three inmates at the Federal Correctional Institute – Schuylkill (FCI Schuylkill) are facing federal charges after being caught with contraband cellphones, according to the U.S. Attorney’s Office for the Middle District of Pennsylvania. The discovery highlights the ongoing battle against illicit communication within prison walls and the security risks posed by unauthorized devices.
Matthew Davis, 42, was charged by criminal information with possessing a Samsung cellphone on September 4, 2021. A month later, on October 27, 2021, Keon White, 32, was similarly charged with possessing an LG cellphone. The third inmate, Antwain Hill, 43, was charged on November 4, 2021, for possessing a Samsung cellphone.
United States Attorney John C. Gurganus’ office stated that possessing cellular phones is a clear violation of federal law within correctional facilities. The reason? These devices present significant security threats to the institution, potentially enabling continued criminal activity, coordinating outside contacts, and disrupting the order within the prison.
The Federal Bureau of Prisons is leading the investigation into how these cellphones made their way into FCI Schuylkill. Assistant United States Attorney Sean A. Camoni is handling the prosecution. While the charges have been filed, it’s crucial to remember that these are allegations, and all three defendants are presumed innocent until proven guilty in a court of law.
If convicted, each inmate faces a maximum penalty of one year in federal prison. However, the actual sentence handed down by the judge will be far more complex. Federal Sentencing Guidelines require consideration of numerous factors, including the specifics of the offense, the defendant’s criminal history, and the need for both punishment and rehabilitation.
The statutory maximum is rarely the final word. Judges weigh the seriousness of the crime alongside the defendant’s background and potential for reform, as well as public safety concerns. This case serves as a reminder of the constant vigilance required to maintain security within federal correctional facilities and the serious consequences awaiting those who attempt to circumvent the rules. # # #
