Former Belfair, Washington resident and once-respected elementary school PTA president David Michael Navarro was sentenced today to 23 years in federal prison by U.S. District Court Judge Benjamin H. Settle for his role in producing, distributing, and possessing child pornography, according to U.S. Attorney Jenny A. Durkan.

Navarro, aged 38, pleaded guilty to two counts of production of child pornography, one count of distribution, and one count of possession in April 2014. He was arrested in August 2013 following the discovery of a video depicting the rape of an 8-year-old child, which law enforcement traced back to Navarro.

Settle’s sentencing remark: ‘Your sentence pales in comparison to the lifetime of nightmares and psychological harm your victims will suffer.’ Durkan described Navarro as a dangerous sexual predator who preyed on children, including recording a sexual assault in an elementary school hallway following a PTA event.

Navarro admitted to producing multiple videos depicting himself raping and molesting a child between 2011 and 2013. FBI analysis uncovered over 700 images and 157 videos of child pornography on his electronic devices. He also confessed to sharing much of this material online.

In addition to the child pornography, law enforcement uncovered public indecency videos and photos taken without consent, including lewd acts in school libraries and car repair shops.

The investigation was conducted by the FBI, with prosecution led by Assistant United States Attorney Marci Ellsworth. This case is part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse.
