Cooley’s actions placed him squarely in the crosshairs of a joint investigation by Homeland Security Investigations and the Buffalo Police Department, both of which have intensified efforts to dismantle mid-level drug operations feeding addiction and violence in Western New York.

U.S. District Judge Elizabeth A. Wolford handed down the 33-month sentence, citing the calculated nature of the offense and the risk posed by unregulated narcotics flooding local communities. No additional fines or supervised release terms were disclosed in the immediate aftermath of sentencing.

The investigation was led by Homeland Security Investigations, under Special Agent-in-Charge Kevin Kelly, and the Buffalo Police Department, directed by Commissioner Byron Lockwood. U.S. Attorney James P.
